What is this?

I suspect that's a female live oak flower, rather than the long stringy male catkin flower.

I don't remember there being so many in years past and the 3 that have the most of these have not put on any new growth this year. Just worried it's some kind of parasite.

Looks to me like a leafy oak gall from a wasp, possible Andricus quercusfoliatus.

How many nods that look like that are there on the tree.
