GOOD NEWS. I pulled the carb off tonight got the accelerator pump out, noticed that the ring was hard as a rock. I machined an aluminum plug just bigger than the plunger and pressed it in place. Put a little sealant behind it on the seam just in case and reassembled it. Runs great now. I will have to retune it but idles and transitions just fine now.
Cost= $0 dollars to fix.
I need to figure out how to mushroom out the back of the butterfly screw so that it will not come loose. For the time being, I used a pair of needle nose pliers and tacked a piece of steel triangle bit on one of the jaws and swished it slighty but I think it needs to be squished more.

Don't know if I should send the other carb I ordered back or not. As much as I use this saw, I probably will never need it and it will probably get lost before I use it.
