My aspen not looking good!

Can someone please give us some advice on this one aspen, that seems to be failing for some reason?

Those poor trees,
I bet they were cute 11 years ago,
I bet that is a girdled mess under there,
No basal flare, looks like a telephone pole in the ground,
Is that not a birch in there?

Not real sure, thought they all are aspens!

Looks like it could be hypoxylon canker. Compounded by poor planting and heat and drought(?). No real treatment other than remove the diseased ones to prevent further spread.

10- 15 years is about average at that elevation and latitude in an urban setting.
