Need some advice on a older Hi-Ranger

We have a 97 model Hi-Ranger bucket mounted in a Ford E-350, it has the pump mounted on the motor with a electric clutch. When we got this truck it made no abnormal noise and worked great for us. Now whenever you turn the pump on it makes a loud grinding noise and I can feel the hydraulic line pulsate. What I don't understand is that all of this stops as long as your operating the bucket but starts again the time you stop using the controls. Someone told me it was the lines between the pump and the where they run to the bottom of the of the lift so we replaced them, new filter and fluid and still does the same. Anyone have any ideas?
