New 55 Rancher has limiters on carb jets

The L and H jet adjustment screws have tangs-flanges, (limiters), on the sides of them that limit the total adjustment to one complete turn of the jet screw.
They are both set wide open (fully counter-clockwise) from the dealer.
My problem is that I cannot turn the H jet out anymore to adjust for
4-strokin.
What is the deal with the limiters?
 
You CAN remove them, with pliers I think, and adjust it properly, then just reinstall the limiters again. its quite simple to do. I did it for a friend today on a wildthing from poulan without much trouble.
 
You can clip off the "wings" that protrude from the caps and limit the screw rotation. On my 346XP, I cut the bulk of the wings off with diagonal cutters, then used a carpenter's knife to cut off the stub that was left behind. A dremel tool would be great, but I don't have one. Now it's just a plastic cover over the screw, and has full adjustment range. "EPA" stands for Extra Performance Available after you cut off the limiter wings.
