Someone just gave me a well-used, not terribly banged up, Stihl 028. It's been through a couple hands to get to me, but not used on transit so I don't really have any history on it. I have yet to get it running. The fuel smells a little rancid, but not too bad. It has a fairly new bar and chain so I'm assuming it was running when it got shelved. I checked the compression -- at about 65#. Does it have a compression release engaged?--or is it just worn out? I sprayed a bit of starter fluid in it to see if it would fire -- no joy. If it is worn beyond running is it worth putting a new top end on it? The bearings feel smooth so it might not need a full going through.
 
It will not run on 65 PSI, it will need almost twice that to go. Don't use starter fluid on it as it will wash the walls of the cylinder. Pull the muffler and see if the piston is scored.

You need to find out why it fried and fix the problem or it will happen again.
