Ooze on Arborvitea . . . what is it?

What is this ooze on this arborvitea? Tree has some die back and I wonder fo the ooze and the dead foilage / wood are related?

The 2nd and 3rd picture will show a Yellow ooze if you look closely. The first pic just shows the whole tree.

Possibly Canker Disease. Not sure which fungus but could be Seiridium unicorne...there are several different diseases that are under the classification of "canker".
