Oregonian Needs Help Hauled to Court Over Tree

We live in a neighborhood with HOA that require trees be planted in parking strip. The city of Oregon City approved the maple tree that was planted in 1997.

Last year the City of Oregon City required us to replace a piece of the side walk that was raised due to the root of a tree growing in the parking strip. The tree was topped off as well as the offshoot root removed with the intent of cutting down later because the city said it was now diseased and/or a hazard.

Several months went by and last spring the tree sprouted new leaves and looks to be bouncing back very well so we decded not to destroy the tree by cutting it down.

Late July we received a notice requiring that we appear in court due to the fact we never chopped down the old maple tree and replaced it with a new one. We never chopped it down because it was still alive, not diseased and no longer a hazard since the side walk was now repaired.

A very nice judge with common sense said that if we were able to obtain a letter from a certified arborist saying the tree is disease free and not a hazard the city will drop its case against us.

Is there any one in this community who could help us for a reasonable fee? Like everyone else money is very tight and we didn't include this fiasco in our budget.
