Partially uprooted trees?

Got 20 inches of rain last night with a 40-50 mph winds from the west. Now have several beeches and hackberries leaning between 10 and 15 degrees to the east, with roots bulging up on the west sides. It continues to rain and storm, so the point may become moot, but generally speaking, do these need to come down if they stall in the "partial uproot" state?

That hackberry had been vertical. Busted top of an ERC/juniper (which of course landed on my fence) in the background.
 
I've guyed back some trees that were partially uprooted in a storm, although they were small than those. It may be that they are too big to be able to move them back into position or install guys that are effective.
