Plum Tree in Sad Shape

In front of our office we have three plum trees. I have never seen them fruit. They are blossoming right now (or, to be more accurate, only some of the limbs have blossoms). However, they are not healthy and I suppose have not been cared for.

Bark is falling off of them, peeling away. They are filled with ants, and there are still leaves attached to the branches leftover from last year, yet they are black, shriveled and hard. It would be sad to see these trees die. I don't know what they need or what should be done.
