Poulan 655 carb question

I picked up the 655 last year and am finally cleaning the carb and going put a new fuel line in it.

Does this saw have a limiter in the carb of sorts? I have never seen a carb like this with the little rubber tit think and removable outside metering jet?

Anything to be aware of?

The carb should be a Walbro WJ-38 or WJ-38A. And yes it is a check valve.
