Question about relative stability of a cracked trunk

Hello everyone,

The trunk of my neighbor's tree has a crack that is getting wider and closer to the ground. The previous owners put a bolt in the tree about two years ago but the crack keeps growing. Is this a cause for concern or will the bolt keep the tree stable? I'm not sure how to assess how likely the tree is to fall, especially during high winds, and if we should encourage them to take the tree down. If the tree falls it will likely fall in the street, but there is a possibility it may hit our house and tree in our front yard.
