Red Oak with 2 leaders

Bought this house 3 years ago and according to google earth history it looks like the tree was planted around 2010.
I noticed the tree has 2 competing leaders with a pretty hard V shape. I suspect this could lead to a weak spot and be hazardous in the future.

My best guess is to remove the leader on the right (in the images).
I'm pretty capable of getting to this spot with tools, so I am confident I can do this myself.
Any suggestions on where to cut exactly (take is all at once, or half and the rest in a year) and what time of the year (winter I'm guessing)?

Your tree looks more like a Pin oak than a red oak.
I would recommend heading back the less dominant leader to a good lateral limb. Best to avoid the crotch cut if possible. Keep the central stem wound and decay free.
