I have two red oaks in my front yard that are about 8 years old. During the past two years, the roots have started surfacing and are now quite thick and visible. I'm thinking about putting a flower bed or mulch around the trees (probably should have done that from the beginning!), but I'm worried that the roots will eventually break any border I put around the trees. Any ideas???

Could you post a picture, anything we say is just guessing at this time, it could be a number of things, such as just healthy growth.

One thing i would like to state thoug is that annual gardening and trees are not compatible. You disturb too many fine roots and stress the tree with the regular tilling.

Done right, they are very compatible. Perennials too. Make a nice wide mulch circle and plant your flowers out under the ends of the branches.
And yes please do post a picture so we can help you with those roots.
