can you get a nice close up picture of the base/roots?
look for any signs of mold or fungus or decay in the bark at and near the root system
has there been any poisonous substances used in close proximity of the tree?

i don't know a whole of specific details about plant/tree care, but i know some general stuff from having worked at a greenhouse for a little while. plus, i have a good friend who's a botanist.... two, actually....and could quickly enough get info to you. likely you could find info needed on the web, though

anyway, looks like plenty of it is still vital. just need to know more details before i can offer any troubleshooting, any tree is worth saving if possible in my book
