Spruce trouble?

I received a call about a Spruce that has 100% brown needles, there was nothing green on this poor fella. My question is could this come back or is it destined for a removal?

May seem like a silly question, but are you sure it is a spruce? Some spruce like imposters do turn brown and drop foilage for the winter. Mistakes have been made in the past. :)
 
Advising removal on the phone or online without positive ID is a little chancey. A guy once paid out $3000 for cutting down a larch he thought was dying. :blush:

And those were 1976 dollars.
