I have an 038 Mag II that did the same thing. I took the jets out and cleaned the passages and the jets and it got a little better but didnt fix. I finally found I had a small air leak in the clutch side seal. I replaced both and it runs awesome now!!!!

Hmm, which seals are you referring to?

Is it on this diagram?

Looks like the Crank seal would be #1 on that diagram.You have to pull the clutch to access the seal and pull the flywheel on the otherside to access that crank seal
