stihl 031 keeps full throutal

i have a stihl 031av. it keeps on full throttle allways. it has a new carb kit in it and has good spark and good compression. the ideal low and high set screws are set one and a eighth turn out. is it the regular ideal adgusting screw to far in.

If the idle screw makes the saw run full throttle when all the way in. Back it out until the chain stops when the throttle is let off. It will be quite a few turns out. You should take it to a small engine shop to have the high and low set properly. You can burn a saw up if they are wrong.

Check your clutch springs as well. If you have a broken spring, it will keep the chain running even at idle and fool you into thinking your settings are off.
