Stihl 046 Tank Vent Question

I've had this 046 for about 3 years and it always had the problem of stalling after a long cut.
I'm not heavy user so it wasn't a big deal.
It would just die like it wasn't getting any gas.
Well after searching this forum I found that it wasn't getting any gas because of a vacuum inside the tank.
After yesterdays dieing episode it would not restart.
I slowly opened the gas cap and heard the "pfffffff" of air going into the tank.
Then it started right up.

During my searching, I found the 11.2000 tech bulletin (pdf file) in this thread:

That is the tank vent setup that came on my saw new.
The question I have is:
How far do you open the screw in the vent insert?
The insert is stuck in the end of the hose that mounts to the chassis.
It was closed all the way from the factory and I'm thinking this is why I'm getting a vacuum.
Nowhere can I find any reference to a setting for the tank insert.
It's not covered in the service manual (because it was a different style) and also not covered in the Tech Bulletin.
At this point I just opened it a half turn.
