Terex tc55 boom not moving

I recently had the hydraulic swivel replaced on my terex tc55 (on an 06 F750). When checking functions to make sure it worked we discovered that the second boom will go up fine with the upper controls but will only come down by using the lower controls. Tried bleeding, found no air leaks, can't figure it out. Any idea? Thank you.
