Tillotson Carburetors Questions....?

The IPL for the 395XP list two Carburetors;

503 28 04-10 EPA, EU

503 28 04-14

One is a Tillotson HS 298 A the other a Tillotson HS 300 A

Anyone know the technical difference, other than the obvious that one is "EPA" approved.

The EPA one got diff lo and speed needles as well diff spring under the needle.the hi speed needle got some kinda of stopper on it to block adj to minimum like others RPA carbs.
