What does this screw do on my 3120 xp

where the throttle cable attaches to the carb throttle level there is a screw. It is threaded through the plastic piece that the cable attaches to and tightens against the throttle lever. The carb has a idol screw so I doubt its for setting the idol.

what is it for and how does it work?
