It must be a perspective thing, but that sure doesn't look like a 28.5" DBH tree. Are you sure you didn't mean circumference?

Moot point anyway. After construction, the value will be $0.
 
my mistake i had direct breast height in my head (fresh fish) makes sense. More and more on this site i begin to realize that i dont know piss from paint.
 
Here in simcoe county we a have tree preservation act the tree will be compensated by a dollar value or replaced at an equivolent value
 
DBH is measured at 4.5 feet above ground level and equals= (circumference) / (pi (3.14)). so your tree is ~9.0 inches in diameter.
