I received a weeping ***** willow tree for my birthday. We are concerned
that the tree should not be planted near the well or the septic because the
roots will grow into them. Is this true and where should we plant this tree.
Thankyou,

It will want wet area, keep it thinned out every season and you wont need to worry about agressive rooting. They look best when maintained as a bush or small tree. Cankers set in if not pruned regularly.

The weeping ***** willow is a very easy tree to maintain as they remain quite short in height and are easy to prune, so it would be best to plant it in a wet spot and prune/ thin the crown on a fairly regular basis.
