Wind Rows/Property Boundaries?

What are my options for a property boundary planting, that wont get much taller than say 20' and will be pretty maintenence free? I know Arborvitae, and Privet, but what else is there? I would prefer a Conifer so it blocks the neighbors out year round.
 
false cypress,leyland cypress.Ive seen some real nice wind rows of white pine and hemlock but these would require a little more maintenance.
 
How about a 20 feet concrete wall like we need on the border. Put some electric razor wire on the top too. Just kidding, a small evergreen should do.
 
Dont False Cypress get over 20'?

These trees will be down a VERY steep imbankment, and will be hard to get to. I don want to deal witht he neighbors complaining that they are getting too big.
 
I would also look at some varity of holly. Dense foliage and low maintainence.
In this area cryptomeria does well also. A mix of both will give you a nice natural wall.
