Wind vane style chimney cap?

A guy I know told me that windvane style chimney caps cause issues with creosote build up. Is there any truth to this?

I noticed when I cleaned my flue last that the creosote was concentrated in the top 1/3 of the flue near the cap.
 
the creosote will condense at the coldest spot, my father has used that kind for 20 years. it does seem to build up more right on the cap bu a good cleaning routine makes it a non issue

I wouldn't see why. Mine has a cap and screen on it and it just needs cleaned once in awhile. Creosote will build up at the end of a chimney because it is not near the heat source. Cold chimney+hot smoke=creosote.
