Does anyone know a compost site that is open for commercial use in the north metro of MN. I would prefer one that charges a yearly rate instead of per time.
 
May be best to ask your local municipal authority. Around here they can tell you where to go, so long as it's not commercial there is little to no fees involved.

Try to find a local mulch manufacturer. You'll want to find the place that actually makes the mulch--not a local garden center. You'll probably have to spend a few hours calling around and surfing the internet to find a local place that makes mulch. They might take wood chips, logs and brush for free or a nominal dumping fee. Or you might be able work out a deal where you pay by the year for unlimited dumping.
