Stihl 461 rpms high?

I recently bought a 461 and this is my first non mtronic saw. I got a edt9 tachometer and I'm showing 13600 ish rpm when warmed up. I have the high side all the way to rich but the limiter caps are still in. I'm about 2500 2600 at idle on the rich side by my ear. Am I safe like this or do I need to take the caps off and go richer? Any help is appreciated I'm new to working with carbs. Thanks!
 
Welcome to AS Blue.
Little higher than the max specs iirc 13.5 is max. Has the muffler been modded, is it 4 stroking. It should have a limited coil so you will need to tune it in the wood.
Don't mistaken the limiter for bumping the coil.

It appears unmodified to me but I'm no expert on these so here is a picture.
