stihl MS441 throttle cable

new to the site i searched for this but didnt see a answer so here is my question.

On a MS441 that i just rebuilt was reassembling and going to put the carb on the throttle cable doesnt seem right. In front of the ball on the cable there is a small what i call a brass farrow that im assuming is suppose to travel on the cabel and mine does not. I also figure this is what locks the cable in place on the linkage unless i am doing something incorrect but i cant find any pic diagrahms of how to route the cable to see if im doing it incorrect thanks for your time and any help or insight is appreciated.
 
Yes the ferrel is what operates the throttle not the ball on the end.

i figured that was suppose to move not sure why all the sudden it is not i have that soaking in penetrating oil and also ordered a new cable for a backup if that doesnt break free. it doesnt appear to be frayed at that brass farrrow
