Was running the saw, shut it down to top off the gas, would not start back up unless choked, then with throttle locked it would surge (rev high then low) and die. Checked plug , brown, pulled muffler, spotless, did see a little wetness on the fuel line under the carb. ?? Is the answer fuel line and carb kit???

The condition you describe is most likely a fuel issue, can be caused by a air leak into the fuel line, impulse line on some models and also by a fuel tank vent not working. These things cause a saw to be hard to start and also to rev up high and then die, the engine is essentially running out of gas so it revs up and starves itself, then dies and is hard to restart as its not getting its fuel from the tank. A hard or dirty fuel filter in the tank sometimes causes a similar problem.

If it was running properly before you stopped to fuel it, just change the fuel line. They break on those where they come out of the tank, just where it starts to taper down, usually on the left side. No need to open the carb up if it ran OK before. Fish has OEM lines reasonable.
