The 039 is a good saw in my opinion but isn't much more than the Husky 455 you already have as far as capability. It does well with a 20" bar. 28" is pretty optimistic.
$400 is probably what the saw cost when it was new. Too much for a used one.
Be patient and wait for a good deal. That isn't one.
