359 carb adjust

I just rebulit the Walbro 199A on my Husky and I had it running perfect until I noticed that I had left out a little blue ring that goes in between the carb and the plastic intake. I put the blue ring back in and now its running like crap again and dies every time i hit the gas.

Is that little blue ring necessary? Can I just chuck it? If not how many turns out do you guys put your H and L screws? Im at 4500 ft.
 
Without the ring it was probably leaking air in between the carb and the intake. So you adjusted the carb too rich to compensate for the axcess air. Try re-adjusting the carb with the ring seal in place.
