Looking at the DNR requirements for firewood vendors.

Two passive ways that are easy:

Hold wood for two years.

Split bark plus 1/2" minumum.

The supersplitter would be perfect for splitting the 1/2-1" under the bark away. It's a tedious method, and requires single wedge setup. If a seller was resplitting existing split inventory, then this would be the way to go for compliance to certain delivery areas, or to be considered for particular contracts.
 
I think he means you have to

take off the bark and at least 1/2" of wood under the bark to eliminate possible pests. A lot of bugs burrow shallow channels into the wood.

The idea is to stop the bugs that may be in the first inch or less of wood under the bark.

To make the compliance practical, I'd split it off similar to what you end up when you buy slab wood. Since we burn to heat also, I would make it work out for myself.

Another way to use that material is in a forced air wood furnace that feeds a kiln type setup.
