If you have ID the pest as infact bagworms (which is easy enough) you can use merit as a foliar spray if the pines are not to tall. Or as a soil drench. Follow directions.

Merit is a systemic insecticide so it takes a while to translocate through the tree, but it lasts a long time within the tree.

Hand picking makes you feel like you are winning the battle then next year they shouldn't be as bad with the uptake of the Merit.
 
If they pines are small enough any contact product will work, since merit keeps a larve from sheading it's skin it may bee too late to do anything now.
