Best tool to reshape these? Also how far do you think I can sharpen these down?

Bought this chipper. Knives are really hard to find for it. The knives are all busted up. Never owned a chipper before. If i take
off enough to correct the one of the more chipped knife I will have to take off just as much from the other not so damaged knife to keep the wheel balanced? Also I will have to take off a lot of meat. Is there something better than grinder/sander?

Yup. Knives must
be sharpened equally. Any sharpening shop can do this

This is a popular tool for sharpening chipper knives.
But what is pictured appear light duty, not much there to sharpen.
