Black spots on maple leaves?

I have seen this in the past, and was wondering what it might be? It is also dropping some of its leaves. I heard that it could be Petiole Borers, but I am not sure. Haven't had a chance to look at the leaves and stems. The leaves have black spots on them. As much as I read about the borers there was nothing about leaves with the black spots and having the Petiole borers at the same time. Thanks for the help.
 
Sounds like tar spot. It has become fairly common on Norway maples in our area. It doesn't seem to affect the health of the trees, but it is unsightly.
