Camperdownii Elm problem

I have this tree in my front yard. Recently I have noticed that some of the branches are drying out and there is a scale infestation on the branches. They are about 1cm long black in the middle with a white ring on the outside. I have tried Neem oil but wonder if this will do the trick? Any help to save my tree will be appreciated !!
