what is the best method for cleaning carbon deposit off the cylinder head around the valves of a small engine

Soak with wd-40 overnight, wipe off as much of the loose gunk, use more wd and a brass brush to remove the rest.
If you do this with the piston at tdc with the valves closed you will limit tha amount of carbon getting into the engine to allmost none. You can then pour on some oil and wipe it off with a clean rag.
The oil will trap the loose carbon and all you will need to do is lower the piston a bit and wipe off the ring of carbon near the top of the cylinder.
Then rotate the engine till the valves come up and clean them off (and the seats) and your good to go.

I'd use paint stripper at the shop years back (Liquid Sandpaper type product). Nasty stuff, but the hardened-on carbon would just melt away.
