Help explain how new catalytic mufflers help emissions

I have been reading about the different ways companies are building two strokes to pass emissions. I read about the catalytic mufflers making a lot more heat. I really do not understand how these mufflers can help emissions? I thought Dolmar added these to comply. did they have to do anything else besides the muffler to comply? Thanks in advance.
 
How they work. The inside of the cat mufflers get hot enough to burn up the bad stuff, thus more heat. Makes em more restrictive.

BTW, cats on saws are on the way out, being replace by stratofied (spl?) designed engines.
Better performance without the problems with cats.
