is this canker?

Hello

This is a midsize holly that has been looking ugly for a long time. I believe it is infected with some kind of canker. Can you guys confirm? If it's canker I assume I'll have to remove the entire plant.?

I'm not an expert, but unless I'm missing something, it looks like the young branches are hardening off and forming bark. The leaves look a little yellow on the tips, possibly needs more water, lite insect stress, or needs micronutrients (check and adjust in that order.)
 
It appears to be cankerous I zoomed in on the twigs and could see sunken spots and swollen spots typical with canker. Wait though for one of the others here to confirm as I've been known to be wrong .
