Little homemade splitter?

I am assuming this thing is homemade or is been abused. Either way guy I work with asked me to tuneup engine. I took a few pics right before he came to get it.

sweet lil setup, if it is homemade somebody done a nice job

I never used it. The compression release is broken and owner doesnt want to fix. I also cleaned whhel bearings and put new hubcap on one side. The owner said it was abandoned behind a barbershop. He asked the barber for it and got it.
