Oak tree issue

I have a really large oak tree that has (for lack of a better explaination) tufts of dead leaves on some of the branches. It's seems odd because they are fairly evenly spaced and seem to be at the end of the branches...in patches. Does anyone know if this is a bug or a disease? (located in KS)

When did you first notice the browning?

Twig girdler was my first thought. Could also be Cicada (sometimes incorrectly called 'locusts') but that would have showed up several weeks ago, if not longer.

Pictures would help. Both of the whole tree and close-up of where the twig transitions from green to brown.
