pinetree w/ black on needles

Please help. I have 4 pine trees with alot of black in the center of the pine needles. They are actually weighting the branch. I sprayed with lindane and noticied flying bugs that looked like wasp. The bugs vary in sizes. It appears the black maybe some form of nest. Please help me. The trees look like some of the branches are starting to die. The trees do not have the new growth of pine needles as they should. I have fertilized.
 
It could be anumber of things,did they move? could be sawfly larve, looks like catapllars. A number of tip blights will cause bud death and black tips.

You did not give speicies or your location.

Call an arbotist that treats pine diseases, I\'ve run into it where the have a spray program but only for the common high volume problems. Bottom line issues.
 
From your description, it sounds like sawflies. It could also be pine webworm. If you use an insecticide, be sure it is labeled for control of these insects on pine trees. Since you have already fertilized, make sure the trees have plenty of water.
