A project saw hurts my hand when starting due to the pull rope usually stopping mid-pull at various lengths, and otherwise engaging poorly. The pawls look ok. the springs are hooked on and they move freely. I can't get a decent pull on it making it hard to start. 015L. Anyone with an idea?

Remove the flywheel cover, try cleaning away grime and add some lubrication to the starter axle of the rope rotor. Refrain from removing the spring because that can set up a mess. But, it is possible that you will have to replace a broken rewind spring. I hope not.

It is also possible that the armature air gap is set too low and the fanwheel could be touching the coil core leg. If that is occurring, you will have to readjust the armature air gap.
