Stihl 021 with a weak clutch

Hi all, I have a nice running stihl 021 that seems to have a bad clutch. When I get it into wood it doesn't take much pressure to stop the chain. The motor isn't bogging. Were clutches on these a weak point? Should I replace the whole clutch or just the shoes? Any advice appreciated. Thanks!
 
Id start with a good cleaning of the drum and shoes...remove grease, oil and buildup

Ok, I just looked on ebay and the things aren't much. I was just curious what the problem could be so I know for next time. I also don't want to buy a genuine Stihl clutch (which would be my pref) if they are a bad design. This saw doesn't have much use.
