Stihl 028 AV

I have a 028 that is killing me. It won't come down to idle. Acts like a vacuum leak, but I be dammed if I can find it. The throttle plate is closed and when you choke it. It starves it out by shutting off. Any suggestions?

So have you done a vacuum and pressure test? Or just sprayed it with brake cleaner?

Check intake boot for cracks or holes.
