Yes, if the spring on the outside of the clutch breaks or parts get too worn, the clutch may not engage. The cure is to replace with a non isolating clutch (regular type) off the three saws mentioned. The chain brake band will still stop the clutch drum, just not as effectively.
Pretty common repair when I started. Had it on those saws and another type on larger saws. Got quite an education on the hacks to repair them.
