Stihl 170 Air cleaner sleeve and running lean

I have a little 170 that doesn't seem to have the adjustable hi speed on the carb. It starts and runs, but as soon as I try to use it, it bogs down. It is running lean. There is like a sleeve in the middle where the air cleaner is and it is open, is it supposed to be that way? How can I richen up the fuel mixture when it isn't adjustable? Thanks
 
That part just sets in there, but is not your problem. Inspect the fuel line where it attaches at the carb, back to the tank. They like to crack there. If so, replace the line and rebuild the carb. Either way, go through the carb, remove the needle/spring, and blow out that passage, also remove the little brass jet and clean.
