I have heard that while using tree shelters to establish seedlings, even translucent ones, they may fail to go dormant during the fall/winter and suffer subsequent injury. Can anybody tell me more on this?

Any idea where I might find information on this? I read somewhere that you are supposed to raise them a couple of inches off the ground in the fall. I don't understand the point of this either.
