Which one (based on facts) Tillotson 283 EPA carb or Tillotson 228C for a 288XP

hey guys.. thought I would throw this out there.. which carb if you could have on the saw.

I have a 1999 saw with 283 EPA carb...

anyone know what the internal difference were? I see that the needles are different part numbers.
EPA Tillotson 283:
503 98 83-01 needle (Low)
503 98 86-01 needle (High)

NON Tillotson EPA 228C
503 59 95-01 needle (High)
501 26 85-01 needle (Low)

I know that "EPA" Automatically = restrictive and garbage but it might not be the case this time around.

I do know that there are no limiters on the carb.

I always hug trees.. right before I cut them up...
